RAII Funding 2026–2027: A Practical Guide for Canadian Businesses
Planning an AI adoption or commercialization project? This guide explains Southern Ontario’s RAII business funding, eligibility, financial requirements and application deadlines—with practical steps to build the project case and Mikel’s application support from CAD $3,000.

The October 2026 expansion
RAII funding: what changed, and why the application needs a business case
Canada’s expanded Regional Artificial Intelligence Initiative supports businesses putting AI into practical use and Canadian AI companies bringing solutions to market.
On October 13, 2026, the federal government announced an additional $500 million over five years, taking national RAII funding to $700 million. Delivery runs through Canada’s regional development agencies.1
For an applicant, the useful starting point is a defined project: the business problem, the proposed solution, what implementation requires and how the investment improves performance. Our recommendation is to develop that case before turning to the application form.
Scope of this guide: the detailed business rules below apply to Southern Ontario through FedDev Ontario. Other regions have their own delivery arrangements. This article focuses on business applicants; organizations should use the separate guidance for their applicant type.
| Southern Ontario business funding | Current position |
|---|---|
| Contribution | $125,000–$5 million per project. |
| Cost share | Up to 50% from FedDev Ontario; at least 50% from the applicant. |
| Repayment | Interest-free and fully repayable; repayment normally begins one year after project completion. |
| Final deadline | January 19, 2027, at 4:59 p.m. Eastern Standard Time. |
| Earlier application date | Apply by November 24, 2026 if the proposed project and eligible costs start before March 31, 2027. |

Who can apply for RAII in Southern Ontario?
FedDev Ontario’s business eligibility guidance covers incorporated Canadian/Ontario businesses operating in Southern Ontario and First Nations, Métis or Inuit businesses. Applicants need rights to the project’s intellectual property and a commitment to responsible AI. Stream-specific thresholds differ:2
| Requirement | AI Adoption | AI Commercialization and Scale-Up |
|---|---|---|
| Operating history | At least 3 years. | At least 1 year. |
| Employees | At least 5 FTEs; fewer than 500 overall. | At least 1 FTE in Southern Ontario; fewer than 500 overall. |
| Project focus | Integrate AI into existing operations beyond simply buying commonly available AI tools. | Commercialize or scale Canadian-made AI solutions; technology readiness level 6 or above. |

Summary of the published business criteria; all other conditions still apply.2
For screening, prepare a short factual summary of your location, incorporation, years in business, employee count and AI project. Resolve borderline eligibility questions with the agency before commissioning extensive application work. A well-written application cannot compensate for a project that falls outside the applicable rules.
Define what changes in the business
Build the project around a practical operating or market opportunity
We recommend describing the project in plain commercial terms. What currently limits the business? What will the AI solution change? What will employees, customers or production teams do differently after implementation?
Summarize the starting point, the planned changes and the evidence you will use to measure success. This gives the project plan and financial forecast a shared foundation.

Example: an established manufacturer
A manufacturer proposes AI-assisted visual inspection integrated with its production process. The project case should explain the current inspection problem, existing defect and rework costs, integration requirements, staff training, validation and how performance will be measured.
Example: a Canadian AI company
A company has demonstrated an AI product and wants to expand commercial deployment. Its case should explain the target buyer, evidence from pilots or customers, the remaining product work, route to market and resources needed to deliver the forecast.
These are illustrative planning examples, not eligibility determinations or approved projects.
Connect the proposed solution to evidence
For adoption, useful evidence might include a process baseline, supplier specifications, integration quotations and a realistic implementation schedule. For commercialization, it might include customer interviews, pilot results, signed agreements, a competitor comparison and pricing evidence.
Keep the distinction between evidence and expectation visible. A successful pilot does not automatically establish full-scale performance. An expression of customer interest is different from a purchase commitment. State what has been demonstrated, what remains to be tested and who is responsible for each step.
Project economics and matching funds
Prepare a budget and financial projections that tell the same story
The project budget should explain what you intend to spend. The company forecast should explain how the business funds that spending and operates during and after implementation. We recommend connecting the two through a clear schedule of costs, funding sources and payment timing.
FedDev Ontario requires three-to-five-year financial projections, including projected balance-sheet and profit-and-loss information over the project period.6 Our approach also includes monthly cash-flow detail where implementation and financing timing matter.

| Illustrative financing structure | Amount |
|---|---|
| Assumed eligible project costs | CAD $600,000 |
| Requested RAII contribution at 50% | CAD $300,000 |
| Applicant’s matching funding | CAD $300,000 |
Swipe horizontally to view the full table.
Illustration only, assuming every project cost is accepted and the maximum contribution rate is approved. It is not a funding offer or an assessment of a particular applicant.
In this example, the company still needs to finance its share, any excluded costs and any cash gap between supplier payments and funding receipts. Build the cash forecast around the proposed contribution agreement and payment arrangements; avoid assuming that an approved amount is immediately available in full.
Explain benefits without counting them twice
Consider a hypothetical project that releases 1,200 staff hours annually. At an assumed loaded labour cost of $40 per hour, that represents $48,000 of capacity value. If the same employees remain on payroll, it is not automatically a $48,000 cash saving.
If the business expects to use that capacity to generate an additional $300,000 of revenue, model the sales assumptions and associated costs. At an illustrative 35% contribution margin, those sales contribute $105,000 before additional fixed costs. If the project adds $60,000 in annual software, support and other overhead, the incremental contribution is $45,000 before depreciation, financing and tax. Do not also add the $48,000 as a payroll saving unless a separate, supportable cash reduction exists.
Our recommendation: keep a baseline forecast and a project forecast. Show the operational assumptions behind the difference, test a slower rollout and lower benefits, and explain how the company would manage the resulting cash requirement.
Prepare the evidence package
What documents should you gather before applying?
FedDev Ontario’s attachment checklist calls for the supplemental form, externally prepared historical financial statements, projections, incorporation records, management and technical-team biographies, a company-structure diagram and a work plan with milestones and budget. The historical-statement minimum is two years for adoption and one year for commercialization. Commercialization applicants are also asked for evidence of previous ecosystem or investor support.6
Operating history and financial attachments are different tests. The Adoption stream requires three years of operations, although the attachment checklist asks for at least two years of financial statements. Meeting the document minimum does not remove the operating-history requirement.
Keep a working folder of supplier quotations, financing evidence, technical documentation, IP arrangements and relevant customer or pilot evidence. Use consistent file names, dates and version numbers so reviewers can trace a figure back to its source.
The application guide also addresses cybersecurity, human oversight, data governance and other responsible-AI measures as relevant to the project. Your technical team should supply the underlying measures; application preparation should explain their responsibilities and timing accurately.5
Show measurable value
What makes a stronger RAII application?
FedDev Ontario assesses project plans and budgets, repayment capacity, delivery capability, partner contributions, economic outcomes and risk management. Its guidance also highlights market potential, credible financial projections, responsible AI and IP management.7
Our recommendation is to use a short evidence table internally before drafting. Give each proposed benefit an owner, a starting point, a calculation and a measurement date. This makes ambitious claims easier to test and inconsistencies easier to spot.
| Proposed claim | Evidence to assemble | How to make it measurable |
|---|---|---|
| Improve productivity | Current process volumes, time records and pilot performance. | Define output per hour or time per completed task; include the rollout period. |
| Grow commercial sales | Customer pipeline, pricing evidence, contracts and delivery capacity. | Separate signed work from estimated conversion; identify when revenue is earned. |
| Create or support employment | Staffing plan, hiring dates and compensation assumptions. | Connect each role to the project rather than presenting total company headcount as the impact. |
| Deliver the project | Supplier commitments, internal capacity and integration dependencies. | Assign milestones, responsibilities, acceptance tests and contingency actions. |

Mikel Consulting’s suggested preparation framework, not an additional government form.
Avoid a forecast that assumes every pilot immediately becomes a customer, every integration completes on time or every efficiency gain becomes cash. A more useful application identifies the uncertain variables and shows how the business will respond.
Plan the submission
Deadlines and application steps
Southern Ontario’s intake opened October 13, 2026. Use the dates in the funding snapshot above to plan backwards from a complete submission. FedDev Ontario allows only one active application at a time, including applications under its other programs. Activities undertaken before a decision are at the applicant’s risk.4
Screen the project
Confirm the region, applicant type, stream and basic eligibility before investing in detailed drafting.
Collect the inputs
Bring together the financial records, quotations, financing sources and technical evidence. Resolve material gaps early.
Build and reconcile the package
Prepare the narrative, budget, forecasts and work plan together, then check that their numbers, dates and outcomes agree.
Review, certify and submit
The applicant reviews the completed materials, confirms their accuracy and submits through the official process. Keep the final package and submission acknowledgement.
The agency’s authorized project and financial contacts must be members of the applicant organization rather than consultants. Certification also remains the applicant’s responsibility.5
National program, regional delivery
Applying outside Southern Ontario?
Use the official national RAII directory to find your regional development agency. It directs Atlantic Canada to ACOA; Quebec to CED; Northern Ontario to FedNor; the Prairies to PrairiesCan; British Columbia to PacifiCan; and the territories to CanNor. Intake arrangements vary.8
Atlantic Canada: the October 13 announcement identifies a call closing November 20, 2026 for eligible SMEs with AI projects valued at $1 million or more.9 That is an Atlantic project-size threshold, not the Southern Ontario funding-request minimum.
Before adapting any budget or application template, confirm the regional contribution terms, eligible activities and documentation. Mikel can scope the preparation work around the agency handling your project.

RAII funding FAQs
Is RAII a grant for Southern Ontario businesses?
FedDev Ontario’s business funding is interest-free and fully repayable. Organizations use separate guidance, and applicants elsewhere in Canada should check their regional agency’s terms.
Can an ordinary business apply to adopt AI?
The Adoption stream is designed for established businesses integrating AI into their operations. Review its applicant thresholds and project conditions rather than assuming that purchasing an AI subscription qualifies.
Is a standalone business plan mandatory in Southern Ontario?
The published checklist requires specific application materials, forecasts and a work plan. It does not list a standalone business plan as a universal attachment. A supporting business or project plan can help organize the commercial case; Mikel tailors the package to the actual requirements.
What does Mikel’s RAII application support cost?
Application preparation starts at CAD $3,000 plus applicable taxes for one defined project and one regional application. Scope, fee and delivery are confirmed after reviewing the project. Typical first-draft delivery is 10–15 business days after complete inputs.
Can RAII reimburse the application-writing fee?
FedDev Ontario excludes application-preparation costs from reimbursement. Budget for this fee separately. Businesses applying through another regional agency should check that agency’s rules.
Does hiring Mikel guarantee approval?
No. Mikel prepares the application, financial projections and supporting business case. Eligibility, technical review, available funds and the funding decision remain with the responsible agency.
